Twenty Twenty-Three: Pullquote block Letter case issue

Description

On Twenty Twenty Three theme on 6.1 beta version, when we insert pullquote block, then add citation text, it is shown in upper case in the editor even if the caps lock is off. But the change is properly reflected on the frontend, in lowercase itself.

Steps to replicate:

  1. Activate Twenty Twenty-Three theme
  2. Insert Pullquote block
  3. Add citation text

@desrosj the letter case was properly displayed on RC5 and also on RC6. Since the issue was solved in the RC versions, I closed the ticket.
