I've failed to reproduce this issue on a freshly installed WordPress 6.1.1.
The list of favorite plugins is fetched from a remote server, so it's unlikely an issue with the server.
Providing reproduction steps would be very helpful in ensuring that the issue is not related to this particular website. Thanks!

I cannot reproduce this either. Please write WordPress version, PHP version and environment (SiteHealth information will be useful) and steps to reproduce this issue.
