If you experience a problem with the icons in the administration menu with the latest WordPress, please add more details.
The front-end screenshot shows missing icons from your theme's 'Astra' font. Their icon font uses font-display: fallback, which "will only render the icon font if it loads within a short (usually 3 second) time period" (source). You would want to report that to the Astra theme authors and/or add custom CSS to your site for that.

I'll close this ticket because my request for feedback is still unanswered. If you still experience the missing admin icons in one of the two latest versions of Safari, please share more details.
(Note that Safari 16.1 is not officially supported anymore, and a recent change can make the Dashicons incompatible with older Safari versions. See #64266.)

For the icons on the public site (front end), you would need to report this to the Astra theme authors:

Your screenshot does not show the admin, but any problems with the Astra icon font likely would affect Dashicons.
You might have trouble because of iOS Lockdown Mode (ticket:57156#comment:4).
