Hi there!
It sounds like the contributor list hasn't been updated for version 6.5, and believe that once it gets updated, the issue will be resolved. Therefore, it may not be necessary to investigate this matter further at the moment.

This appears to be introduced in [meta12902], which removed an entry from the non-shuffled list without adding a new one, so there is now an empty space.
This would indeed be resolved for 6.4 once the credits are updated. However, it should probably be resolved for the 6.3 branch too by adding another entry to replace the removed one. /cc @ironprogrammer @coffee2code @desrosj

+1 for that suggestion. I've created https://meta.trac.wordpress.org/ticket/7372 to address this in Meta Trac, and I believe the next appropriate action is to close this ticket with reported-upstream
.
Note that this shift does reduce the contributing-developers
list from 28 to 27, but I've seen uneven numbers there before, and feel that doesn't present the same glaring display issue as the gap midway through.
