Rename default category from uncategorized to general or similar.

Description
In English language versions of WordPress, the default category is named "Uncategorized" (or "Uncategorised" English variants outside of North America).
As categorising something as uncategorised is a bit of a misnomer, I think it would be good to rename the default category as "General" or similar.
Based on a quick Google search, renaming the default category to General is relatively common.
Based on another Google search, it also appears to be relatively common that WordPress users get stuck with the old category/uncategorized URL for the renamed category, presumably for SEO purposes.
While existing WP installs would be stuck with content categorised as uncategorised, I think it would be an improvement to rename the default for new installs.

I knew I had just seen this suggestion somewhere :)
- @krogsgard mentioned it as part of #34116.
- @knutsp suggested giving users a way to change the category name on an onboarding screen for new installations in comment:2:ticket:60001.
This ticket could change the default name and slug for new sites (even within old networks). I like the idea of also giving administrators a simple way to change the slug on existing sites and redirect the URLs permanently, but that probably is too much.
Another idea for the category name: "Miscellaneous".
It's kinda funny for there to be a "Uncategorized" category when this is actually a lie because a post with it is categorized.
