I open this ticket here after multiple contributors advised me this would be the better fit. Before it was a issue on Gutenberg: https://github.com/WordPress/gutenberg/issues/80244

What problem does this address?

While WordPress is in maintenance mode the websites show a plain, unstyled message. Nowadays websites have complex styling and branding. This is not reflected on the current maintenance mode view.
What is your proposed solution?

Add a default template just like for 404 errors that can be styled by the theme and via the site editor. The template could also inherit styling from the general design system.

The template would be a great way to give websites a nice personality.
