Tabs block: the Tab List block toolbar is too long when the 'Show button text labels' preference is on

Description
Similarly to #65882, the 'Show button text labels' preference in the editor is often overlooked. It is rarely tested manually and new designs rarely take it into account. In the history of the editor, it often broke.
For the new 'Tabs' block, the label text for the inner 'Tab List' block are definitely too long and contribute to make the toolbar width too large when this preference is on.
Generally, labels should be meaningful and also as short as possible. That's for both better understandability of the label and to make sure the layout doesn't suffer from too long labels.
To reproduce:
- Create a post and add a Tabs block, fill in the tabs labels, panels.
- Go to Options > Preferences > Accessibility > Show button text labels.
- Enable the Show button text labels preference.
- Select the inner block 'Tab List'. Use the List view panel for easier selection.
- Observe the toolbar of the 'Tab List' is really really long.
- Observe it could be partially hidden on smaller displays.

It is also worth reminding that in many translations these strings will be way longer than in English.
