On the WP Admin > Comments page, the 'Comment' column of the table shows the 'in reply to' line and the comments content.

Both may contain links. In such a case, the links do have surrounding text but the only means to distinguish them from normal text is color. For accessibility, the links must be cleaerly distinguished from the surrounding text:

Discovered while testing #66015 with actual content in the Comments page.

Comments: Improve the accessibility of links in the admin Comments table.

Makes sure links in the admin Comments table can be distinguished from surrounding text by restoring the native link underline.
