Reduce the prominance of site url / wordpress url settings

As suggested in ​http://wordpress.org/extend/ideas/topic/remove-change-url-option people quite often change these values without knowing what they are doing, and consequently require support to fix the problems.

Attached a quick and dirty patch that shifts these boxes further down the page, and adds a warning message before them. Both should help to reduce such support questions.

A more drastic approach: #10970

Indeed that's also a distinct possibility of improvement.
