Plugin committers at language level and info on language updates

Description
It would be really great if one could
a) add a plugin committer with access at language folder level only. I'm very grateful for translators input but am cautious that some translators have adverterial motives and I'd prefer not to give them full access to the plugin. However would be happy for some to have access to commit translation updates directly.
b) Since translation updates usually come AFTER a plugin has been updated, it would also be useful for foreign language people to know automatically that the language file has been updated (like the plugin updates). I'd prefer not to create a whole new version when there is no functionality change, but only an updated language file goes up.

It's is much more likely that we will move to a language pack process for plugins as well than get involved in complicated svn permissions setups.
