Give themes update checker a bubble in the menu for update count

Description

Just like happens for Plugins or Comments, There should be a bubble in the admin menu for pending updates for themes.

Theres limited space in the 'Appearance' item however, I'm not too sure if a bubble would fit in the title very well.. Thoughts?

Not too sure about the effectiveness of this. Users often have a big pile of themes sitting in their themes folder and it might be a bit too much being reminded about updates to all these themes as well as their plugins and may put people off doing any updates at all (ie. once they get "snowed under" with pending updates they might just not bother at all).

The problem is that themes can of course have the same functionality as plugins, and therefore there is a risk that an outdated theme can have a security vulnerability even though it is not active, but I would expect that the likelyhood of this is much lower in general than for plugins.
