• Can't edit the setting of any widget, toggle arrow doesn't toggle
• Can't move any widget out of "Inactive"
• Widgets won't stay active, continue to auto-deactivate

• All Javascript fails in the admin

That's probably the answer, some files haven't been updated/installed properly.

Almost all of these problems are solved by deleting wp-admin and wp-includes, downloading and extracting new install package (important), and uploading these directories again.
