Cannot reproduce. Preview links seem to be working properly on the Edit Pages screen for pages that are Pending Review or Scheduled. Both types already have slugs too.

Proposed patch generates the same preview URL as the button from page.php.

I think this is the same as #11199, which is now fixed. Resolving as a duplicate.
