Description
The text in the Help tab is based on the screen seen by an admin. We should make it so the role of the logged in user determines the text.

I think it would be beneficial to have a general plan of what need to be changed and how we want to change it, before we move it into the milestone.

@obenland Yeah this needs be rehashed before it could go into a milestone. Was proposing 4.3 when I thought what it was is hiding certain welcome page areas based on roles. This is something UX team will want to look at first

As a first step, it would be great if someone could catalogue the help text that currently exists in Core so that we can show specific use cases.
The dashboard needs cap checks on some of the modules. Other than that I think we do cap checks where needed.
