Importing the same content duplicates your custom menus

Description

When I import from one site to another, the importer will notify you if you have duplicate posts but will not import them, as expected, but it does duplicate your custom menu's.

I'm not sure if this is the desired result.

Still present in 3.4.2, noticed the double menu items in a test install today.

This is still happening with WP 4.0. Needs to be fixed. Would love to see an option for importing/exporting menus (or preventing them so that this duplication doesn't happen).
