Lat/Long Default Location Change

Description

When you go to change the default location, when making a call outside of the WordPress loop to get the location. (I'm using acme)

It does not reflect the change to the new default location, it is keeping the original. Yet, when you go to do a new post, the location is updated to the new default.

The geo-functions will be moved into a plugin for version 1.5 and upwards.
Users will then be able to use custom plugins.
