Scrollbars on dropdown menus in Chrome 32/Windows

Description
In Chrome 32 on Windows OS (tested with Windows 7 specifically), there are scrollbars shown on dropdown menus that cannot be grabbed and dragged with the mouse pointer.
For example, a category or archives dropdown widget, or the dropdown sorting menus at the top of the Media Library. You can still scroll through these menus with arrow keys or with the mouse scroll, but you can't click and drag the actual scrollbar that appears.
In Chrome 32 on a Mac, these same scrollbars don't appear at all - everything in the menu is visible when you first click it.

This is a bug in Chrome 32 that only occurs on Windows 7 with activated Aero as of now.
