Hi
What about a button below Inactive Widgets that gives the user the opportunity to clear/remove the Inactive Widgets?
The same as this plugin:

It's a great idea but perhaps better suited as a plugin - that one is no longer maintained so maybe there is some merit it trying to take it over?
