My apologies that this ticket fell through the cracks. I’d love to take a look at this for you. The screenshots that were originally attached are no longer working. If you are still seeing this issue in the current version of WordPress (5.2.2 right now), I’ll be happy to take a look. But tip dated screenshots will help visualize.

There is one common class for dashboard update counts and plugin update count - "update-plugins".
If we change margin in this class then it will affect to the both because font size of both texts ( Dashboard -> Updates & Plugins ) are different.
