Description

#37661 introduces a brand new interface for themes in the customizer, with significantly more functionality that the previous theme switcher. However, the top-level UI remains unchanged. Until you click in to change themes, there is no way for existing users to know that the new functionality is there unless you read the 4.7 about page (presumably).

I know we haven't used feature pointers for new features for some time, but since they still exist in core, we should consider using one here for 4.7.
