Description
On a multisite installation it's possible to change the Network Email Address setting (on the Network Admin Settings screen) without first having to verify the new email address. An email with a confirmation link should be sent out before the address is changed.

Per yesterday's bug scrub, with no patch here we're going to punt to 4.8.1 but if a patch and testing can happen by Friday, May 12th then we can pull this back into 4.8.
