Wrong transcription of "Đ and đ" chars in permalinks

Letter 'Đ' (U+0110, Latin capital letter D with stroke) and 'đ' (U+0111, Latin small letter d with stroke) are transcribed to 'D' and 'd' in permalinks.

Instead they should be transcribed to: 'DJ' and 'dj', respectively, in Bosnian language.

Its same issue which is already fixed in Serbian Wordpress here, but issue still exists in Bosnian WP.

In 39939:

I18N: Add support for Bosnian locale in remove_accents().

Applies "letter D with stroke" replacement made in [38646] for Serbian (sr_RS) to Bosnian (bs_BA) as well.
