Revert insert link description back to "Open link in new window/tab"

The description for inserting links now shows "Open link in new tab", where it used to show "Open link in new window/tab". This is confusing for users as the choice of opening new links in a new tab or a new window is a browser-setting not something that is done through a 'target' parameter.

Reverting to the original description ("Open link in new window/tab") is recommended to match expected user behaviour.

Tabs are ubiquitous nowadays and so I think the copy should remain "Open in new tab" as this aligns with the WordPress goal to "design for the majority".
