Customizer section header jumps around and gets in the way.

Description
In any customizer sections that scroll, including sidebars. If I scroll down, then up, then down again, the section header jumps into random places sometimes obstructing the content and controls.

@clintstegman I have not noticed a problem here before. What browser and OS are you using?
The sticky header feature was introduced in #34343.
It happens on Windows with Chrome, and Ubuntu 16.04 with Chromium. The visual is from Chromium.
