WP Comments (or plugins) are not visible in theme Twenty seventeen

Description

In last 3 days I've spent over 14 hours (+4 plugins / over 70 links) in order to get help and succeed in activating (including) some comments to my pages in my WP (made) site.

Many times I've (re)activated:
1) Settings > Discussion settings: "[ ]Allow people to post comments on new articles"
2) Screen Option > "[ ] Discussion" & [ ] Comments / "Allow Comments"
3) Allow people to post comments on new articles

Also, I have deactivated all plugins .. Even deleted all cash (from browser).

Why (even) WP (implicit) Comments - is not working?

Then I've tried with (installing):
a) Disqus Comment System
b) Comments – wpDiscuz
c) and other 2

In various forums similar reported problems - had old and/or not clear enough solutions.

Please help: I've recently moved to WP and created a new site. Over (other) 10 plugins - worked well.

I assume that I am skipping something very simple / obvious ..
