Hi there and welcome to WordPress Trac!

This place is for reporting bugs and enhancements in WordPress core. For support requests please use the official support forums over at https://wordpress.org/support/.

To me it sounds like you have DISALLOW_FILE_MODS defined in wp-config.php. That will disable the file editor and the option to install plugins. So please check that before opening a topic in the forums.
