Updated to 5.0.1 but no Gutenberg present on my site

Description

I was previously in 4.9.9. I saw the dashboard message to update to 5.0.1 which I did but after installation, the editor still looked the same. I uninstalled the Classic Editor (which wasn't activated anyway) and that made no difference. I uninstalled Gutenberg plugin and still had the classic editor look. What's going on? If 5.0 needed to be installed before 5.0.1 shouldn't this had been enforced properly?

Does the issue still happen with all plugins disabled and a default theme (Twenty Nineteen) activated?
