Moved over from the discussion on #45905:

When using Twenty Nineteen on a mobile device, you sometimes get a brief flash of the desktop menu when closing the mobile menu.

Steps to reproduce:

Start with a test site with a longer menu, so you have the ... more button.
Tap on the ... button on a mobile device.
Click the 'Back' button.
