Photo rotation issue when iPhone photos are uploaded

Description
Last year I had a brief issue where some of the photos I uploaded from my phone were not rotating correctly on the site itself. Strangely they were correct in the media library.
I updated to 5.3 and the issue resolved itself.
However, a few days ago the image rotation issue is back. I tried disabling plugins (no help) and reinstalling the latest version of WordPress (also no help). The issue persists.
