If you are referring to the front end of your site, that is a theme issue.

Is there any way for me to fix it? I'm a newbie to WordPress and I did some testing today, and that's how I found the issue :(

@nanditag13 Please contact the theme developer, FORQY, for help with this. (Or choose an ​accessibility-ready theme.)

It seems the theme's scrolling effect makes skip links ineffective, both the ones added by the theme and the set inserted with the WP Accessibility plugin settings.
