Disable Comments as an extra checkbox in the Discussions settings

Description

I think it might be nice to have a more clear way of disabling comments from the core WordPress Settings > Discussions. A checkbox at the top to enable / disable comments that also hides all the other options on disabling, just like when you disable Gravatars. This would also remove Comments menu items everywhere from the Dashboard and turn comments off on all existing posts/pages.

I think we already know there's a lot of animo for this: https://wordpress.org/plugins/disable-comments/
But it would be nice to install one less plugin, and have a bit less updates. Besides that, it feels like a core functionality already.

Your thoughts?

Ah that's great! I already searched for Disable Comments, but didn't find anything. Will look better next time.
