Description

in WP 5.8 (any version of PHP), when I want to leave a comment, if I click on the link to see the Privacy Policy under the comment field and come back, my comment is still there but the placeholder is back and on the comment text.

This is a problem with the Blocksy theme, not core. They have a support forum:

That theme normally hides the label text for each form field when that field receives focus or when the script identifies text in it (adding a ct-not-empty class). When clicking on a link and then navigating back, the script does not apply the class as I expected.

Interestingly, I can only reproduce the faulty behavior when logged in to my site; the text did not overlap when I tried with your "tests 5.8" post.
