recreate response plugins_api

Description

recreate plugins_api response using plugin_information to load a custom list of plugin install since query_plugins does not get a custom list of plugins, for example send a list of plugins to display and not as a general query like list of recommended plugins

in file: \wordpress\wp-admin\includes\class-wp-plugin-install-list-table.php
