Hi @makemysales, welcome to trac.

This trac is for tracking bugs and enhancements in WordPress core. There is no code in WordPress core to automatically install OptinMonster. You may want to contact your host to find out if they install this or any other administrators or developers that have been working on your site. If you need further support, there are volunteers over on ​the support forums who may be able to help.

You'll notice the resolution is invalid, but not because anyone feels that your issue is unimportant. It's just the default, catch-all resolution in this Trac instance.
