Placement of "view page" link after page/post update is wrong

Description

After updating a page or post using the "update" button in the top right corner, the small black box pop-up message "Page updated - View Page" appears in the lower left hand corner of the screen. So if user wants to click the "view page" link they have to scroll down left to opposite corner of the screen before the pop-up times out and dis appears.

The logical place for the "page updated - view page" pop-up box would be just beneath the location of the update button in the top right corner of screen. Make it easy as possible for the user to view page without mousing about.

I think this is more like a UX issue.

The snackbar notice's problematic positioning is mentioned in https://github.com/WordPress/gutenberg/issues/16549 (and possibly other places).
