Open About page automatically when the Admin user is opening Dashboard first time after update

Description

With automatic updates, there will be fewer and fewer people who are visiting About page and still this is the first choose media for us to communicate with users, extenders and developers. A banner on the dashboard requires clicking on it to go and browser About page content. By opening About page one time for each user automatically the first time the user is entering the Dashboard after update, it can help to get the attention of an audience more fully. This flag "Should the About page be opened or not" needs to be kept in user's meta because, for example, in case of The Block Editor it's a bit annoying when you are opening The Editor from another browser and have an introductory helper again.
