Hi and welcome to WordPress Core Trac!

According to Elementor's troubleshooting article, "This error happens if you update Elementor Core but not Elementor Pro."

They recommend deleting the Elementor Pro plugin to regain access to the admin dashboard and then installing the new version.

At least one support forum topic discusses this too.

Because this is not a Core bug, I'm closing this (as 'invalid').
