Some localized strings not loaded in wp-db.php for localhost

Description

Some long error strings from wp-db.php are not loaded in latest trunk. Probably related somehow to mysqli changes?

You can test it by inserting wrong database name, error message will stay in English, even if translated. Problem is only with localhost, standard domain works well.

3.8.3 works well with localhost.

OK, it looks like the same problem, but why it worked in 3.8.x in this case? I will make some testing to confirm...
