Odd spacing issue in Menu and Widget Customize panels when the browser scollbar is visible

Description

To recreate the problem:

(1) Open customize panels in Firefox (v40.0.3, not sure about other version).
(2) Resize your browser window height until scrollbar become visible.
(3) Click on 'Menus', or 'Widget Area'.

On either panel, the content left alignment gets outside the visible area a bit (equal to scrollbar width).

The issue found with Firefox (tested in v40.0.3, Windows 7)- Chrome doesn't have the issue.

If you access child panels (both in menu and widgets panel) and return back to it, it works just fine. I've attached image flow of the browser rendering issue.
