Sorry if this is not the right place to report this.
Only version 4.5.3 is available in the Wordpress github repo (https://github.com/WordPress/WordPress). The other patch releases from yesterday (June 21, 2016) are not there. I believe all tagged new releases are supposed to sync at the same time.

Hey @uwmadison_ucomm! Thanks for the report. There is currently an issue with SVN which in turn is effecting the github mirror. This is something that has to be fixed by the WordPress.org team and isn't a WordPress core issue. While I'm closing this ticket, rest assured that it is known and will be fixed as soon as possible.
