Bulk actions lets you click the Apply button when Apply button doesn't do anything

Description
In the list table, the bulk actions button, by default does not do anything. It only does anything when you make selections and choose an action.
Well, technically by default it refreshes the page...
Wouldn't it make more sense to make that button disabled by default and then enabled it if the bulk action selector was on a valid bulk action?
