Media library errors appear BELOW autoloading/autoscroll images

Description

For users trying to upload images, it can be difficult to see why their images weren't uploaded when the error message is always below all the images they have due to the autoloading autoscrolling of the media page. We've all had it hammered into our heads to not do this as a general UI guideline.

Note: this is not regarding the vague error messages.
