I saw that the themes (twentyseventeen) hasn't provided author.php. I think that we need to add author.php template for override template purpose.

Thanks for opening the ticket. After four years, though, it probably is not worth adding a new template file now.

Twenty Ten through Twenty Fourteen have an Author Archives template, but Twenty Fifteen and Twenty Sixteen specifically do not have one. Those two themes mention that users can add an author.php if they want (in the archive.php documentation):

If you'd like to further customize these archive views, you may create a
new template file for each one. For example, tag.php (Tag archives),
category.php (Category archives), author.php (Author archives), etc.

Newer bundled themes do not have an author.php template either.

I agree with comment:1, it seems trivial to create an author.php template from archive.php and customize it as needed. I guess that is why newer bundled themes don't have a specific author.php template.
