Description
I have in option.php the image_default_link_type set to file so that by default the "link to " for all media files is by default set to media.
Since upgrading to Gutenberg 5.1, this feature appears to be deactive.

Again i have tested above issue in Latest version 5.1 and can't replicated same issue so i think it was resolved in latest version so i am going to close this ticket.
The problem still exists in 5.1, as detailed in the original post.

Wordpress seems to set the media settings such as "link to" to the last used settings used by the user. Not the default settings at options.php as set by the site admin.
So when a a user adds a new media image, it inherits the settings used on the last media image he inserted. If does not roll back to the default settings as set by the admin.
A new media insert should automatically start at the system default settings as defined by the website admin, and have to be manually over-ridden by the user on each execution. Not be permanently changed by the users prior execution.
Again i have tested above issue in Latest version 5.1 and can't replicated same issue so i think it was resolved in latest version so i am going to close this ticket.
