Sub categories and taxonomies don't show up properly in classic editor mode.

Description

When a taxonomy has sub taxonomy terms, they all show up correctly in the admin area until some are chosen and the post is saved.

After the post is saved, only the sub categories that are checked show up. The unchecked ones are seen as parent terms and that is wrong and confusing to clients.

See below (test2 is a child of uncategorized, but it shows up wrong):

This issue does not happen on the new Gutenberg Editor.

Thanks for the ticket, @shamai.

This has ben discussed many times in the context of the Classic Editor (see #3130, #14916, #10982 and the many duplicates mentioned in #10982's history).

This has been improved in the new block editor, but changes to the the Classic Editor are no longer being made. The only exceptions are bugs and regressions.
