Add a link to About page

Description
If a website is already updated there is no easy way to access the page /wp-admin/about.php to learn more about the current version from the dashboard.
I see at least two places to add this link:
- In the dashboard "At a glance" screen element where it says WordPress X.X running X theme.
- The "Version X.X" paragraph at the bottom right of the dashboard could also link to this page.
Or perhaps it could be more hidden in the the site health status page, in the info tab.

Wow, I knew there was a link somewhere! Even clicking the W icon takes you to the About page.
I think the W icon is not visible on mobile, though.
That makes me think about the W icon submenu, perhaps it is too hidden.

The about page is found under the W icon (far left) as 'About WordPress' but yeah, that maybe could be linked at 'WordPress X.X' to be more obvious :D

I am thinking that this can be closed out as a duplicate of #51809.
With auto-updates for major versions now the default on new installs, the About page is being seen by fewer site owners. That ticket is for brainstorming how to bring more attention to the About page, and I feel this suggestion could be helpful in that conversation.
Please feel free to add any thoughts you have over on #51809.
