Description

On one of my WP-Blogs 3.8.1 was installed via automatic update. The generator-tag in the frontend markup and the version number downright in backend say it's 3.8.1. But nevertheless there is a notice asking for a manual update to 3.8.1.

It seems like the English package was installed because the localized package wasn't ready at this time. So at wp-admin/update-core.php you can either update again or just hide the update.
