Drop files to upload is also available except Upload Media tab

Howdy Developers,

As per my understanding, the Drop files to upload feature should be enabled during the Upload media section only or in the Media View.

Instead of that, I have noticed that whenever the component of Crop Image or any other popup for media is open, then Drop files to upload are still there.

Ultimately, the Drag and Upload Component to applied fully on upload.php page in Admin area. Even when I am editing my image, and dragging another image over the Edit image popup, the Dragger Component is visible.

I guess, This needs a better way to manage Dragger Components.

I noticed that you had previously opened #47130 for the same issue. Please do not open new tickets for the same bug report. Since there is conversation history over on that ticket which predates this one, I am closing this one and reopening #47130.

The original ticket was too old like almost 2 years. So I have marked it as duplicate and Closed it for opening the new ticket.

But surely I will be taking care of your notes in the future.
