WordPress plugin disable reason/notes on Plugins page of a WP-admin

Description
When i disable some WordPress plugin but want to leave it available for the future (not delete it), i would like to write a note with the reason why this plugin is there so later i know why it is disabled or why it is available. (initially posted [on the forum](https://wordpress.org/support/topic/wordpress-plugin-disable-reason-notes/?view=all))

Such feature sounds like plugin territory.
